Riverside Village Manager Jessica Frances has turned to Marco Salinas, a veteran member of the village’s finance department staff, to serve as the new village finance director.

Until she was elevated to interim village manager in September 2014, Frances had served as Riverside’s finance director since 2012. The Riverside Village Board voted in January to make the appointment of Frances as village manager permanent.

During Frances’ time as interim manager, Salinas moved into the role of interim finance director. It wasn’t unfamiliar territory for Salinas, the village’s staff accountant, who served in the same interim capacity in 2011 before Frances was hired.

“I have full confidence that he’ll be able to assume the duty of finance director,” said Frances. “It’s a great opportunity for him and he has institutional knowledge.”

Salinas has worked for the village as an accountant since 2002. He has a bachelor’s degree in accounting from the Illinois Institute of Technology and earned his CPA designation in 2008.

Before being hired in Riverside, Salinas worked for four years in the private sector as an auditor.

Frances said she conducted a search process to identify the next finance director, but in the end chose Salinas.

“We did do a search and came full circle, deciding that the best candidate was our in-house candidate,” Frances said.

His first official day on the job as Riverside’s finance director was March 16.

In addition to the new title, Salinas got a raise. His new annual salary is $97,000.
